BIN Batch file weekly snapshot delay

The weekly BIN Batch file snapshot build on Tuesday, May 5th was delayed due to an internal error from a routine DB upgrade causing queries to run slow halting the snapshot build. This resulted in the April 28th BIN Batch file continuing to be the file downloaded from the API or the Pagos Dashboard.

The weekly BIN Batch file snapshot was created and made available on Thursday, May 7th. We are adjusting alerting such that an issue like this will alert our on call to speed up resolution time.
